المستخلص
تذخر منطقة الخرطوم الكبرى بالعديد من المباني ذات القيمة التراثية والتاريخية والفنية التي تتعرض للتدهور وتشويه عمارتها نتيجة لقصور معايير وضوابط عملية اعادة توظيف المباني التراثية، مما يفقدها سماتها وعناصرها المعمارية. يهدف البحث الى وضع معايير لمشاريع اعادة توظيف المباني التراثية لتلائم وظائف مستحدثة كمدخل للحفاظ عليها، من خلال منهجية علمية اعتمدت
على الدراسة النظرية والتحليلية التي ارتكزت على خمسة محاور. المحور الاول تضمن القاء الضوء على بعض المفاهيم المتعلقة بموضوع الدراسة، المحور الثاني تضمن التعرف على قيم المباني التراثية في منطقة الخرطوم الكبرى، المحور الثالث تضمن دراسة نظرية تحليلية للمواثيق والتوصيات الدولية والقومية التي تناولت موضوع اعادة توظيف المباني التراثية لاستخلاص معايير عملية اعادة توظيف المباني التراثية، بالاضافة الى دراسة عدد من التجارب العالمية للاستفادة من خبراتها في مجال اعادة التوظيف. المحور الرابع تضمن استخدام المنهج الوصفي لدراسة وتحليل بعض مشاريع اعادة توظيف المباني التراثية في منطقة الخرطوم الكبرى وهي (مبنى البريد- بيت الخليفة عبد الله التعايشي- قصر الزبير باشا)، لتقييم الوضع الراهن لمعرفة مدى تطبيق معايير مشاريع اعادة التوظيف. المحور الخامس تضمن اهم النتائج والتوصيات، ومن اهم النتائج الاعتبار للمعايير (القانونية – الاقتصادية- الاجتماعية – الفنية)عند إعادة توظيف المباني التراثية. كما اوصى البحث بأن تؤدي المبانى التراثية وظيفة مواكبة للعصر دون المساس بالقيم التراثية التي تحملها.
Abstract
The Greater Khartoum has a lot of buildings of historical and artistic value, which are subject to deterioration and the destruction of its architecture as a result of the lack of the standards and criteria for the re-use of heritage buildings, thus losing its architectural and architectural elements.
The research objective is to propose criteria for the reuse of heritage buildings to suit new re-use In order to preserve this heritage, through a scientific methodology relied on theoretical and analytical study based on five main themes. The first part addressed some concepts related to the reuse of heritage buildings in the Greater Khartoum. The second part included the values of heritage buildings in the Greater Khartoum. The third part included an analytical study of the international and national charters and recommendations that dealt with the re-use of heritage buildings in order to derive the criteria for the process of re- use of heritage buildings, In addition to studying international experiences to learn from its experience in the field of re-use. The fourth part included the use of the descriptive approach to study and analyze some projects for the re-use of heritage buildings in the Greater Khartoum area (Al-Bareed Building, Al-Khalifa House, Abdullah Al-Taaishi, Al-Zubair Pasha Palace) to evaluate the re-use criteria in this projects.
The fifth part included the most important findings and recommendations, and the most important results, to consider the criteria (legal – economic – social – technical) when re-use of heritage buildings. The research also recommended that heritage buildings perform function to keep up with the era without compromising the heritage values that endure.
