ملخص:
يعد التخطيط اللغوي من أهم الوسائل التي تعتمدها الدول والمؤسسات في بناء سياسات لغوية وتعليمية علمية ووطنية، وتنظيم المجال اللغوي، وتحديد وظائف كل لغة في المجتمعات المتعددة اللغات بما يضمن التكامل بدل الصراع.
فالتخطيط اللغوي يساهم في حماية اللغات الوطنية وتحديد وظائفها وتطويرها من خلال العمل على معالجة مشاكلها الداخلية وتوفيرا لشروط الموضوعية لتنميتها، من خلال ضمان استعمالها في كل الفضاءات العامة وخاصة في مجال التعليم والبحث العلمي.
في هذه المقالة سنحاول تعريف التخطيط اللغوي والشروط التاريخية لظهوره وأنواعه ومرتكزاته وعلاقته بالسياسة اللغوية والتعليمية ودوره في حماية اللغات الوطنية وتنمية اللغة العربية.
Language planning is one of the most important means adopted by states and institutions in building linguistic, scientific and national policies, organizing the linguistic field and defining the functions of each language in multilingual societies to ensure complementarity rather than conflict.
Linguistic planning contributes to the protection and the development of national languages and to the identification of their functions thraugh the treatment of their internal problems and the provision of objective conditions necessary to thier developement by ensuring thier use in all public spaces, especially in the field of education and scientific research.
In this article we will try to define the linguistic planning, the historical conditions of its appearance, its types and its foundations, its relation to language and educational policy, its role in the protection of national languages, and the development of the Arabic language.
